Chances of pr after ontario nomination?

I have heard that there are high chances of getting visa after receiving nomination from OINP. Is that teue?

all provinces have an equal chance once it goes to CIC

If you get an ITA, you will get a PR if you're eligible and admissible no matter what province nominated you.
And you won't get it if you're not eligible or admissible, even if you are an OINP nominee.
