My friend graduated his 12th grade (A level) back on 2009 and then he went to pursue ACCA - he completed 6 papers out of 14 in that. He couldn't complete his studies due to financial reasons - he had been teaching students and developing android apps as an independent contractor since then. He is 32 and married. Was wondering is there any program (like Saskatchewan or AIP) which might help him to settle in Canada? Or would it be advisable to him to come here in a student visa and then to apply for PR? Looking for any other options as getting to a college now might be super difficult for him (hard to explain the 10 years gap and lack of financial capability)....is there any option for him to migrate to Canada at all?
 
He most likely is not eligible for Express Entry without post secondary. As for PNP, again he may not meet SINP eligibility either. You have to do look at the requirements. Study permit may be his only option and he has to show career progression in his home country.

He did his ACCA until 2014, he still could pursue it by applying to complete the rest of the papers here but still would end up with a 7 years gap (and the lack of finance is itself there) - doesn't look like he has that good of a chance to migrate here. I was looking for some sort of PNP program that might give some hope to him. Anyway thank you for the reply, much appreciated.

Nope his wife didn't even complete 12th grade (A level). Although she has a short academic gap compare to him - some 4-5 years. There is one chance (though quite slim) she might apply and get accepted for a study permit.

Unfortunately both of them have very weak profiles. I think the best option would be for one of them to come to Canada on a study permit. This should be for a bachelor degree rather than a college diploma.
