CGI Vancouver requesting amnesty/refugee asylum status for passport renewal

hello seniors ,
Has anyone applied passport renewal from Vancouver indian consulate on BOWP(Case type - 27) recently.
I have applied 2 months back for my passport renewal and today they sent me a letter stating they need the amnesty/refugee asylum status of mine in Canada ??? since my BOWP case type is 27.I don't even know what that is and not sure from where should i get that.
I have applied Immigration under cec in nov 2013 and waiting for medicals/requests

Anyone who received similar request or have any information on this case , please advise me.

did you apply for refugee status in Canada ever? Because if you do, the Indian Consulate does reserve right to deny you your passport from India
