Hey,

I've certificate of qualification from Ontario School of trade, 2 years Ontario Graduate Certificate from College and 1 year of full time experience in Class B job.

My question is, can I apply for PR under Canadian Experience class with Certificate of Qualification as we know CoQ will get you 50 additional points OR will I get 50 points for my CoQ if I apply under Canadian experience class?

Thanks.

In Ontario, COQs are issued by the Ontario College of Trades:

Is this what you meant? If yes, you can claim the 50 points for a COQ. If you are eligible under the CEC class, you can still get the points for a COQ.

YES - there is no specific education/training requirement for CEC, only skilled work experience in Canada.

YES. The same CRS scoring system applies to all programs managed under Express Entry (FSW, CEC, FST...)

Good questions, but again, this is just for CRS points, not eligibility. And nothing is specified in the CRS system that insists you must be working in the same jurisdiction or field of your CoQ. (Same as people who work in a different field than what they studied at university - it does not matter).

It would likely be different if you were applying under FST or possibly one of the provincial programs, but it doesn't matter for CEC.
