CEC work experience within 3 years

Hello,
Can anyone please let me know for CEC Canadian work experience, 1 year of experience counts which is within last 3 years of you create your application or from the day you get ITA and you submit documents?
Your help would be greatly appreciated.Already received ITA and it's in process now.

At the time you submit your application after receiving ITA, you must have at least 1 year of work experience within Canada in the last 3 years.
