Hi, i have 1 year of part time work with 20hrs every week and 6 months of fulltume experience for the same job in noc O. So can i apply for permanent residence in Ontario through CEC express entry?

You cannot count the part time hours if they were during your studies.

I did 1 year part time for same job when i got my PGWP. All work is done under PGWP
