CEC with spouse living outside of Canada

Hello,

I am submitting EE next week with my spouse outland.

Is it possible to bring her as a tourist while EE is in process? and if so, is possible to apply for SOWP while she's visiting me and meanwhile EE is in process?

Is all of this safe? will it delay my EE application?
