Yep I stand to be corrected!!, now you know the correct formula. Get your t4 and do some calculations. Seeing as you'd be using the one year rule it may be easier for you?. do some calculations of your latest years work experience. If the calculation matches why not reapply, if no then its a gamble eh

So I am kinda able to figure out the reason of refusal in terms of 24 month criteria
They counted my experience from nov 8,09 to nov 8,2012 as qualifying period
Work permit renewal dates - 9 dec 09 to 1 oct 2010- 9 month and 21 days
16 nov 2010 to 30 nov 2011 - 12 month and 14 days ( I was on implied status in the meantime as my lmo was approved and I had applied for my work permit renewal before the expiry of my current work permit
Totals up to 22 month and 5 days without counting the implied status and if I count the implied status period - it is still 23 month 20 days
However, I do have a question - I was on implied status from nov 8,09 to dec 9, 09 -- will they count this towards my experience because if they do them I definitely meet 24 months

Yes implied status is counted for work experience since your residence status is maintained in the new work permit.
