CEC or PNP

Please comment.
If any one eligible for both CEC and PNP, then which one is better to go with. Please consider processing time, Chances for approval and other factor too.

After 2-year post-secondary education and one year of work experience, we are eligible for PNP, almost for all province. I think Provence or location does not effect on CEC processing time, although PNP processing time very Provence to Provence.

At the point where someone eligible for both, then what factors should he consider for making decision to go for either PNP or CEC.
