I have bits of information on all of these programs but couldn't think of clear path.
I'm applying for study permit this year. If I decide to stay after 2 years of masters, I need to gain atleast 1more year of work experience to get current cutoff trend (32+age). Here comes my doubt.

1. How will I be selected? through EE or CEC?
2. Do I have to apply anything else separetely for CEC?
3. If I get ITA through CEC stream , can I apply with dependents too?(spouse and child)

1. When you create your profile, based on the data you enter, you may be eligible for one of more programs. The system will automatically select you for the based on program you are eligible fore.

2. No.

3. All dependents, whether accompanying or not, have to be listed in your profile.

Reg 3. I read somewhere in the forum that spouse and child cannot accompany first if I apply through CEC. That I have to get PR first and sponsor them whereas for FSW I can make her secondary applicant and get PR together. Is this correct information

What you read is incorrect. Any PR application you file, be it CEC, FSW, PNP your dependent family members will be a part of it, whether accompanying or not.
 
My wife is planning to enroll for a college programme in BC. So, if she get study permit, I suppose to get work permit for 2 years.
When I work 12 months in BC, will I be eligible for CEC?

We have EE profile (455 points and my wife is main applicant) but it seems like it will never decrease... So, do you think the option i mentioned above is good?

You could apply to CEC. She needs to get approved for a study permit first and SOWPs are not guaranteed

Thanks I understand that my dependents are /should be in my file in CEC too. My doubt is

that 1. Will they be issued PR along with me
2.I might be in canada at that time. My family is Outland. That makes no change in the process?

Yes. If you mark your dependants as accompanying, you PR would be processed together. In this case, points get jointly calculated. It does not matter if they are here with you or outside. They can still be processed under a single application.

If you mark them as non accompanying, you have to process sponsorship application for them. In this case, points would be calculated for you individually.

Try crs calculator and see where do you stand in terms of points and if you could do something to increase them and then decide.

I think you are confused about two concepts. CEC and EE. You can be a CEC applicant and still process under EE. What you perhaps meant was FSW.

CEC and FSW are streams for PR.
EE is processing system to process a PR application in six months or less. Hope it helps.
