Korean national here. Studied 2 years in Douglas in the CEC program.
Graduated with an associates of science in biology and chemistry in February 2016 from Douglas College
Medical issues prevented me from properly applying for the permit during January and the window to apply for the PGWP has passed in March 2106. Application to extend ended in July 2016.
Applied for the PGWP in October 2016 but was refused in November 2016.
Looking for any other options.

There are really two options at this point.

You can complete an additional diploma or degree in Canada and then apply for a PGWP based on this education. (It's far too late to obtain a PGWP for the education you completed in Canada previously.)

You can find an employer in Canada willing to offer you a full time job offer and who can also obtain an approved LMIA so that you can apply for a closed work permit tied to this specific employer and job.

Just to add - if you're still in Canada then you're now out of status and it's possible it may be too late to restore your status.

When did your study permit expire?

Did you apply to change your status to visitor before your study permit expired? If not, then you've been out of status for a long time now and it's far too late to restore your status in any way from inside of Canada.

Your only choice at this point is to leave Canada. Once you are outside of Canada you can then apply for a new study permit (if you decide to take additional education in Canada) or to apply for a work permit (if you find an employer who has an approved LMIA).
