Here is the corrected version of your text. I have fixed the grammar, spelling, and professional terminology while maintaining your original structure and syntax.

Hello,

I have been living and working in Montreal since October 2024 on a closed work permit. My wife and I are planning to move to Ontario once we receive our PR, but we are currently waiting for it as our life is stable right now; we want to secure proper jobs and a place to live before moving.

Earlier today, I received a letter from IRCC stating:

"The Canadian Experience Class is a class of persons who may become permanent residents on the basis of their experience in Canada and who intend to reside in a province other than the province of Quebec. Temporary Foreign Workers and foreign graduates who want to stay in Quebec do not qualify under the Canadian Experience Class. Under the Canada-Quebec Accord on Immigration, Quebec establishes its own immigration requirements and selects immigrants who will adapt well to living in Quebec. In your application, you did not provide any explanation/plans/evidence to move out of Quebec. You have demonstrated that you are living and working in Quebec at this time."
IRCC has requested a response within 14 days.

We are preparing a package including:
  • A letter from my employer, who has an office in Toronto, stating they are ready to transfer me to the Toronto hub as soon as I receive my PR.
  • A letter explaining our process since arriving in Canada (why we chose Montreal, why not Toronto—as we only found work in Montreal after several job applications elsewhere were refused, etc.).
  • Proof of no permanent ties to Montreal.
  • A notarized letter of intent to reside outside of Quebec.
  • Evidence of a planned trip to Toronto to visit potential neighborhoods.
  • Etc.
First question: I have heard that a Procedural Fairness Letter (PFL) is the last step; if a response is refused, there are no additional chances. How do I know if the letter I received is a PFL? The title of the letter is "QC Residency Concern," and "PFL" is not mentioned.

Second question: Does this package seem sufficient?

Last question: If IRCC still has concerns after my package is sent, will I have another chance (such as a formal PFL)? I would not mind moving temporarily to Hawkesbury while waiting to receive my PR, but I would like to keep that as a last resort.

Thank you for the support
