CEC - left Canada more than 1 year ago - still eligible?

Hello,

I hope this forum will help me understand if i'm eligible to apply under cec. Here's my situation.

I worked in Canada from 2009 Dec till 2012 Nov under NOC 2172 (database administrator). Left Canada in Nov 2012. Currently working in my home country.

Am I eligible to apply under CEC?

Official website says that I should have acquired the 12 month experience within 3 years preceding the application. However the following clause worries me.

already in Canada to work (or left your job less than a year ago) and you want to apply for permanent residence.

Please tell if the above clause is still valid or not.
