Hi, there! How do you do? I am from Hong Kong, In 1995, I had been Toronto, used to work here and got PR status in Toronto till to 1998 and then I left Canada afterward, In 2005, I went back to Canada, but, my PR status was refused by Canada Immigration Authorities, Now, if I will come back to Canada, do you think that Canada Immigration Authorities would re-consider my PR application again or not? Please advise! Thank you!

You can certainly reapply for PR under an economic immigration program. Yes - your application will be considered if you meet the requirements and are selected.

Your work experience in Canada is too old now for you to qualify under the Canadian Experience Class program. So CEC is not an option for you. You would need to qualify and apply through the Federal Skilled Worker / Express Entry program. To have a high chance of being selected, you would want to achieve a score of 470+.

If you cannot achieve the points required for FSW/EE, then you will need to look into the PNP programs to determine if any of those might be a possibility.
