My graduating date was Feb 23rd and my PGWP was Jan 23 and they started counting from the PGWP date not the grad date.

I far as I know they start counting your experience from the very next day you graduated from the school. Let suppose you graduated from school on December 14 and you start working from very next day I believe it counts. All you have to do is to provide them any evidence which shows your graduation date was December 14.

Moreover, my case was I graduated from school on December 14, 2012. However, I was working part time since October 16, 2012. So, I wrote an explanation letter with my college graduation letter which shows the date of my graduation to the VO that I can work officially full time on my OCWP while I applied for my PGWP which I got in March 11, 2013

I am planning for a 1 year Graduate Certificate diploma course in Centennial for Sept 2014 intake.
Since course is 1 year , lets assume it gets completed by sept 2015, and during the course i work part time as well.
Now work permit should be applied right after the course or what?
And supposingly if after completion of course, i decide to study another 6 months (General arts course, to extend my work peermit), then what do i have to so???

Please help guys.

-You have to apply for PGWP within 90 days of your last day at school.

-You can get PGWP only once you cant re-apply for it again. Incase if you want to study another 6 months then you have to get a letter from college and then you have to renew you study permit. Don't apply for PGWP and then apply for Study permit to extend your work permit.

That really depends upon officer. Sometimes they issue 3 years and sometimes they issue it for 1 year. So I am not sure about it.
 
u only get 3 years if you study for 2+ years
If u study for 1years 6 mths.. that's what you get or less on your work permit and it's only ONCE

A Post-Graduation Work Permit cannot be valid longer than the official length of your program of study in Canada. For example, students graduating from a four-year degree program might be eligible for a three-year year work permit. Students graduating from an eight-month certificate program would only be eligible for a work permit of eight months.

If the official length of your program of study is:

less than eight months
you are not eligible for this program
less than two years but more than eight months
you may get a work permit for a period no longer than the length of your program of study (for example, if you studied for nine months, a work permit may be issued for a period of nine months)
two years or more
a work permit may be issued for three years

You meant your graduation date was Jan 23rd and PGWP was Feb 23rd. Right? Not the other way around?
