CEC Applications slowed ??

So I read on a small thread somewhere that as of... the latter part of June 2017? that CEC (in/outland) applications have essentially been halted and apparently, FSW (in/outland) applications are now at the fore on CIC's agenda. Can anyone confirm this speculation?

Feel free to post any news articles, blogs, CIC updates etc. to shed some much-needed light on the issue.
