CEC application

Guys please let me know what should i do at this point. I applied under CEC on december and there was not reply from CIC. Can you please provide me the answers for the below questions.

1) Can i file another CEC application.

2) Can i file another CEC application under express entry.

3) i am in canada withe PGWP and my spouse on SOWP. Can i apply under FSW ? If i apply under FSW should i get any LMO from my employer.

By no response, I assume you mean that you never even received your AOR email (Acknowledgement of Receipt), and your application was not returned -

1) Did you send it to CIO-Sydney, NS?
2) Did you get delivery confirmation?
3) Did you check your spam filters?
4) Did you check online? http://www.cic.gc.ca/english/my_application/status.asp
5) Have you called CIC?

If you are eligible for an FSW program, then yes, you can submit an application to another program.
