Hi, I'm planning to apply for my cec application in October. I graduated in Aug 2019, and applied for my Post graduation work permit in Sep 2019 and got my permit in Dec 2019. I've been working since Sep 2019.

  1. For the question, Date, the applicant first became qualified to practice in this occupation is, can I put Sep 2019 because I graduated and applied for the post graduation work permit that month? Or do I have to put Dec 2019, when I received my work permit?
  2. For the question, Does the applicant have a job offer in Canada? Can I say Yes? I've been working full time at my current job on the work permit but I don't have LMIA.

1. September 2019 is fine.
2. Answer is no. Since you are on an open work permit, you can only claim job offer points if your employer gets an approved LMIA.
