It says "CEC applicants can work in Canada while their application is processed". My understanding is that this doesn't preclude the need for a work permit. It just means that Application Processing doesn't prohibit the applicant from obtaining a work permit.
 
Just like thisisauser, I think the implied notion is the opportunity to petition for an extension, if so allowed. For instance, I'm on an open work permit (LMO exempt) through IEC, which stipulates the inability to extend. Someone who came through an LMO process and got a work permit can apply to extend, and thus automatically retains implied status for as long as the application is in review.

Although, the wording used in the description is quite vague. Intriguing!

I call CIC before about this question. They told me that only works when u waiting for spousal common-law application

The link below is an official operational (regulatory) bulletin and is thus applicable to CEC applications. Not sure who you spoke to at CIC, but the bridged open wp program is quite true. CIC call center agents may not necessarily be so familiar with this, as it was launched/announced not too long ago. You may find the link below...

CEC2013, that's really good news. i didn't know that. and the person i spoke to, may didn't know that either? :P
so my case is, my wp expired in June, am waiting for CEC, do i need to applya new open wp, or just stay in the same condition?
 
The eligibility criteria is as follows:

The foreign national is currently in Canada;
They have valid status on a WP that is due to expire within 4 months;
They have received a positive eligibility decision on their PR application under one of the Economic Class programs above; and
They have made application for an open WP.

The positive eligibility is approved in principal or otherwise known as AOR. You need to be in Canada at the time of the application and your work permit needs to still be current - meaning, it cannot have expired. If you fulfill all of these requirements, you should go ahead and apply, so as long as its within the 4 months.
