I'm a CEC applicant and wondering if I can land in any province or only the one I mentioned in my application which is Ontario.

I actually plan to settle in Montreal. Is that possible (before, after PR)?

It's possible, mobility rights, yadda yadda. But you first have to get through the CBSA officer who will take your papers, because this is not by the book, as Quebec likes to handle their own immigration.
