cctb eligibility while outside canada replay to ( pmm) factual residents

hi pmm,
i have read your replies to people ,regarding cctb ,while they r looking to live outside canada,you were told to them that ,they r not
eligible to get while they out side canada, they can still eligible to get ,if the have a certain ties in Canada like FACTUAL RESIDENTS,
