Category-1 or 3 ?

m planning to apply under cat-1 by this month end. by that time I will be completing 9 months in canada. when I got approval from sydeny (mid april), approx 10.5 months got over in canada. by the time I submit docs to Visa office my one yr wud be over in canada.
My ques is.. will i will be considered in cat-1 or cat-3 (canada 1 yr exp) ?

M wondering as docs may not clear to Visa office guys that shows occupation but not detailed duties. My cat-1, choice is based on actual duties not degistaion/occupation (althought not having actual proof). So thought visa office might reject application even though it is approved by sydney office.

Who will get first in Queue -

A- cat-1 (assume sent on 25feb09 without supporting docs) and after approval with docs sent on 30may09..
B- cat-3 (assume sent with all docs on 30apr09 after completing one yr in canada)
