Your grandmother can't sponsor any of her adult children for PR, unless she is single in Canada (so no spouse or Canadian kids) and has no other family who are PR or citizens living anywhere in the world.
If she did qualify to sponsor your mom, only your mom's children aged 21 and under could be included in the application.
To hire your mother as a live-in caregiver, your mother would need to meet the education and work experience requirement to first qualify as a caregiver. The program is not meant to be used simply to bring family members to Canada to care for you. They need to be qualified.
