Cap for NOC 1122 reached by 12 July 2011 ?!!!

Hi All,
I just received a bad news from CIC. Rejection for second time. My application had been received by CIC on 11 July 2011 and they mention the Cap had been reached by then. But in the website the Cap was reached only around mid August. Don't know what to say, very confusing ...
