Hi,
My home country (Pakistan) is locked down until April 30 and could probably extend. I really want to submit the express entry application but awaiting PCC.
I just want to double-check with u guys that we can't really submit the application without PCC right?

I do have PCC issued in Sep 2019 for both me and spouse but as it was valid for only 90 days and expired in Dec 2019.


What do you guys think?

You can, just submit a letter explaining why you can't do so right now. IRCC has stated that no applications will be refused due to missing documentation. However, this will likely just mean your application will only be partially assessed or just sit there until you can submit all the missing documents.

You should, however, submit your application by the deadline and add a letter of explanation instead of any document that due to the current pandemics, you're unable to get now. Then get it as soon as possible and upload it using a web form.

If both you and your spouse have been residing in Canada since before you got the PCC, it does not expire for IRCC purposes and you can still use the PCCs.

"Some countries put expiry dates on their police certificates. If you have a police certificate that expired, include it. We’ll accept it if:
  • it was issued after the last time you stayed there for 6 months or more in a row
  • it is not for the country where you currently live
An officer may ask for a new one later on."

That makes sense, it just that I am scared to see a few cases which were straight-up refused coz of PCC. Meanwhile, ready to apply and just stuck coz of PCC makes me frustrated.

Spouse in outland so definitely need for her. Also, I am currently visiting spouse so, I definitely need a fresh copy for myself as well.

If your application window will expire before you can get the new PCCs, submit the old ones with a letter of explanation...

got some time. got ITA this month. but really hate to sit around for I don't know how long just coz of PCC.

Now if we look at the official CIC website it says:

Permanent residence applications that we’re still processing
Some steps you may not be able to complete right now include

  • submitting your passport or supporting documents, such as a police certificate
  • completing an immigration medical exam
No application in progress will be closed or refused because of documents missing due to COVID-19. We’ll automatically give you 90 days to complete these steps. Once you’re able to, complete the steps as soon as possible to avoid delays.

Biometrics deadline extended to 90 days
Even though your biometrics instruction letter (BIL) says you must complete this step in 30 days, we’ll automatically give you 90 days. You won’t need a new BIL.


But I think what they are saying is that application that is in process at the moment and officer have requested PPT or PCC from the applicant, and the applicant is not able to submit is "OKAY" for now!! however, I don't think it implies that if you have not applied yet, you can go ahead and apply with missing documents. What do you think?
