You need to get the reference letter on a plain paper and get it signed by your colleague who is currently working in that company. Then get this letter notarised. Also attach this person's business card. Of course you need to attach the responsibilities letter as well.
This is the most recommended alternative if the company refuses to provide you reference letter.
