cannot provide IMM 5604

my friends application for Canadian PR is on going,she has a 15 year old son included in her application,she was married but her husband is nowhere to be found now,she provided letter to the IRCC that she cannot provide the IMM 5604 with evidences.Recently she received update from IRCC asking her to provide documents for the full custody of her child.will it suffice if she would submit a certification from DSWD that she is in full custody of her son? or does she need to have a court order for the full custody.
