Cannot obtain a letter of employment from my employer

Hi, my friend is working in Toronto as a Software tester and is preparing to put in an EOI under CEC as soon as he completes one year experience in Canada. But his employer is not providing employment letter that is working at onsite in Toronto. He does have all payslips to prove his experience.

What are the options in case the HR does not provide the employment letter?
