Hi if my pr card expired and I need to travel outside canada can I apply for a travel document so that I can come back to canada
 
Do you meet the PR residency obligation? The TD will only be approved if you meet the residency obligation.
 
No I didn't meet the residency obligation and I am asking if I didn't meet the residency obligation and still want to visit my family in Canada can I do that if I cancel my PR card, and where can I cancel my PR card

If your PR card is expired and you are in Canada, if you want to keep your PR status, you should continue to stay in Canada until you have at least 730 days in the past 5 years because then you will meet the RO (residency obligation) again and can apply to renew. You should in that case not leave Canada until you have 730 days, have applied for your new PR card and gotten it.

This seems to be a different question. You are outside Canada? Your PR card is expired, you don't meet the RO and you want to travel do Canada to visit your family? If that is the case, you may have a chance to keep your PR if you had H&C (humane & compassionate) grounds for staying outside Canada. You can try to apply for a travel document and see if you get it. If you are denied, you would lose your PR status and could then apply for a visit visa.

Another method would be if you are visa exempt to Canada to simply fly in and see what happens. They may report you on entry for not meeting the RO or they may not. You could appeal if you get reported. They may give you the option to renounce your PR and enter as a visitor. In any case, they would let you enter but you may lose your PR in the process. If you are not visa exempt but have a visa to the US, you could enter the US and travel to Canada by land.
 
In my last visit to Canada they told me that I lost my status because of the residency obligation and the make removal order but I applied for an appeal but this was 8 months ago and I didn't have any respond, should I withdraw the appeal to cancel the PR card and get a visa or what should I do, please help

If you have already been reported and you have an appeal going, you should stick it out if you want to keep your PR. If you do not care to keep your PR, nobody will stop you from leaving. You might possibly be granted a travel document with the intention of attending an appeal hearing as you have visited Canada in the past 12 months but if not, you could renounce your PR and apply for a visit visa. That doesn't however guarantee that you will be granted a visit visa. In order to get it, you would have to prove that you only intend to visit Canada and will return to your home country at the end of your visit.
