An employer can't cancel a work permit. Unless she has a contract that says otherwise, the employer can terminate her job offer without payment. Either way, there is nothing to report to IRCC.

Is your friend confident the job is real and not a scam?

Employers can cancel jobs whenever they want and do not need to pay anything aside from any applicable severance. IRCC will do nothing.

But she can still come to canada? All she need to do is to find another job offer?

She could come to Canada but not work. She would need a job offer from another employer with an LMIA in order to apply for a new work permit.
