Canadian Work permit in Alberta On Dubai work Experience

Hi Everyone

Does anyone know about getting work permit on Dubai work experience? My brother has been driving in dubai for last 2 years and he did his ielts.Even he had LMO from Alberta employer.He applied from india for work permit having all documents but embassy send the refusal letter after in person interview. that we did not expect. Does anyone see this situation?Please make your comments...

Hello, i know this is an old thread but just wondering if the refusal was because he has a family in Canada or NO family in Canada?
