International students go to study in Canada for getting jobs there and if possible to get PR and later Citizenship, i think.
In most cases it is a known fact. It is said that Canada wants more people for work.

But why the immigration gives visa only if, a person goes on a study visa satisfies that he will leave Canada after his
studies.

Visa is granted if immigration believes that the person will not stay in Canada illegally if their PGWP runs out or PR application is denied.

Canada doesn't have a problem with people having dual intent. (Read here: http://www.cic.gc.ca/english/study/institutions/intent.asp)

Canada has a problem with squatters who would live and work there illegally

I guess the intention of VO is to make sure a person doesn't stay illegally after or during the student visa period.
Most of the western countries have checks in places similarly but Canada is little more strict than few others.
