Canadian Visa Fees/Egypt Visa Ofiice

I have a question about the application fees.
On the fees page it says this:

Application $CAN
Sponsorship application (per application) $75
Principal applicant $475
Spouse, common-law partner or conjugal partner of the principal applicant, or where a transitional provision applies, a family member of the principal applicant who is 22 years of age or older $550

I am sponsoring my Egyptian husband, So therefore I am his sponsor/spouse... does this mean I have to pay both the $75 & the $550?

Also, I read online about a month ago that the Visa office in Egypt for Canada was permanently closed when I went to check this again today I could not find the information on it I previously read. Since I am living in Egypt with my husband and we plan on applying for Outland, What happens if he gets called for an interview? Where would he go and where would our papers be sent if we get accepted if the Visa Office is indeed closed?

You pay:

Sponsorship application (per application) $75
Principal applicant $475
Right of permanent residence fee $490
TOTAL: $1040

You can pay the very last fee later (when CIC requests it) but paying later will cause some delays to your application (a few weeks to a couple of months processing time).
