Canadian Tourist Visa application stuck for over a year - withdraw and reapply?

Hi folks, my father-in-law’s Canadian tourist visa application has been stuck for over a year now. The last update was that they asked for additional info which was provided in Jan of 2024. Since then we raised multiple webforms but no update or progress.

We were wondering if we should withdraw the application and reapply?

Would really appreciate some help in this regard.

What do GCMS notes say? Sounds like he's probably stuck in security check. What did they ask for in Jan last year? Any military or gov background?
