Canadian PR and police certificate

Hi all , after sending the explanation letter about the non obtention of the police certificate in Dubai due to my unpaid credit cards ..I received an new email from the visa bureau telling me that the police certificate is an obligation and asking me to send them a copy of my bank account to see if i got founds to immigrate to Canada .
They are giving me 60 days to send them the documents..I don't know what to do really ..
