From another thread I've posted, my spouse (sponsored) and myself (sponsor), both 30+ have a slightly complicated provincial living situation since we are in the Ottawa area.

Our registered address is in Ontario (a little ways out from Ottawa) but we are living in Gatineau right now since it is closer to school. We have kept our Ontario ID, I have kept OHIP and neither have any intention on living in Quebec long term. The apartment was just convenient geographically and price-wise.

Would CIC be looking for a PRC from where the registered address is in Ontario, or where our temporary apartment is?

RCMP will look at your criminal record Canada wide.......if requested to provide PCC from Canada...you may provide current address.
 
Would be careful. You are misrepresenting a lot of information for healthcare, driver's license, etc. I hope you are safe and sound after he tornado but if you have stuff like car insurance and you are saying your address is in Ottawa but you are living in Quebec that could lead to not getting reimbursed. I understand this is not a permanent move but if it is more than a few months you may be causing yourself a lot of problems.
