Is the below information true? Why have they stopped "visa on arrival" for Canadian Passport Holders?

From 2nd January 2011 all Canadian passport holders travelling to the UAE via airports, seaports or land entry points will require a pre-approved visa. Therefore effective 2nd January 2011 the “visa on arrival” facility will be discontinued for Canadian passport holders.

I believe this is because of the long negotiation bet the UAE govt and the Canadian govt about the aviation business where the Canadian govt refuses to give more landing rigths to the UAE airplanes...
 
Yes, Emirates and Ethihad airlines were trying hard to get landing rights to Calgary and Vancouver airports, but Canada government denied their proposal and thats the reason I beleive made UAE to introduce new visa rules to the canadian citizens. Now Canadians need to get a visas' before they travel to the UAE ports.

Another thing is that Canada was using a UAE airspace to transport their military forces to Afganistan and they are asked to get out of there.

I guess this may make canada government to think re-considering the airliners landing rights which may lead these both aircrafts flying into western canada. Thats really good for the asians flying into canda can reach their destination sooner. Its just my imagination !
