Canadian Passport holder wants to sponsor his brother!

My cousin [Canadian citizen] wants to sponsor/immigration his brother from Pakistan. Could anyone guide what is the procedure and which category should he follow.

Unless he lives in Manitoba or Saskatchewan. Or his parents/grandparents are deceased, he is single, has no siblings in Canada, no children, no Aunt/Uncle/Neice/Nephew in Canada.
