For international students NO maple. For example, i paid almost 20000 $ during one year and few months between tuition fees and living expenses and haven't filed any tax return in canada for any amount of money, it is your choice and not the government choice, no one will force you to get the tax return (refund) in canada if you don't do it yourself.
If you are asking about verification purposes for your status in canada as an international student, there is no any verification requirments related to tax return, they only ask for your study permit, proof of enrolment in an educational institution, your attendence sheets, transcripts, and that is it.
Many international students in canada don't even know that they are eligible partially for tax return for their tuition fees and iam one of them. I have been living in canada over one year, and have just known about the tuition tax return recently.
