Canadian National Sibling Not Living in Canada

I am applying through Federal Skill Workers Program. My sister is a Canadian National and my Brother is a Canadian Permanent Resident. They both are not living in Canada. I have not claimed any points based on them. Should I still mention them in a letter of explanation? If I do, will it be a positive or negative on my case?

No you don't have to. You will include their country of birth and country of residence in the family section of your application and that will be enough.
