My husband is a canadian citizen, we're having a baby mext year Feb. 2014. Is it possible for him to sponsor my mother to get here under the grandparent visa? Although I'm not a PR yet?

First you need to be a PR. The parents sponsorship class is closed right now, and when it opens again in 2014 they will only accept the first 5,000 applications before closing it again. Also it takes a LONG time to process parent PR visas, like around 5 years.

After you get PR you should look into getting your mom a supervisa: http://www.cic.gc.ca/english/visit/supervisa.asp

In the meantime she can simply travel here as a visitor (if visa exempt), and should be able to get a 6-months status. If not visa exempt she can apply for TRV to visit.
 
Your Canadian husband cannot sponsor his mother-in-law. You would have to do this yourself and you must be a PR first before sponsoring your mother. Your husband can sponsor as a co-signer but as Rob said, parent/grandparent sponsorship is closed for the time being. So only chance your mother can come to see the baby is by coming to visit you for 6 months.

While it is important that your mother get to see the newborn, your mother doesn't need to be sponsored in order to see the baby. Your mother can come visit when the baby is born. If she is unable to come visit, you and your family can go visit her and show her the baby.
