You can't sponsor anyone for PR until you're officially married or common-law (having lived together 12 consecutive months). It's not possible to sponsor a girlfriend.

If she can come to Canada as a vistior (either by having a visa-exempt passport, or getting a TRV approved if she needs one), then she can stay in Canada as a visitor while you try to reach 12 months of cohabitation to become common-law and then apply to sponsor her for PR. Or even easier, get married and apply.

Once in Canada, she can try to extend her visitor status as needed.
 
He's not divorced yet, so that means if doesn't get divorced, he can't get married?

Correct. If he does - Canada won't recognize the marriage.

Right. He must get legally divorced first, then marry his girlfriend, and then sponsor her as his spouse for PR.

Or he could live with her 12 months to become common-law, even if he was still married to a previous spouse on paper (as long as they were separated). Common-law does not require a legal divorce.
 
He is on disability pension..his doc advises him to get a girl friend to live with him, so he has someone to look after him. Can he petition her on some kind of compassionate consideration?
 
Technically that would be taking a caretaking job away from a Canadian citizen so you could not use that argument.

No - there's nothing like that.

They need to either get married or live together for a year to become common law before he will be able to sponsor her.
