heard some rumor say under the proposed new act that for those Canadian Citizen living overseas exclusively, they still have to live in Canada for a certain amount of days every year, in order to maintain citizenship???

and if such a person living overseas, how can he benefit from CPP / old age security pension, etc.?
 
what you heard it not true.

Canadian citizenship doesn't have an expiry date...

If you are living overseas, you don't qualify for old age pension unless you have lived in Canada for 20 years. And, your CPP entitlement is based on your CPP contribution to date, so if you have lived overseas "exclusively", you won't be entitled to anything. This is the same under the old and new rules.
