Hi everyone, I'm from Guatemala were me and my family (wife & 3 kids) currently live. We sent our application for outland spousal permanent residency on march 8 of this year. I have a question, in the application and all documents we mentioned that if we received the pr Calgary would be our destination. Lets say for example that we for some reason changed our mind and when and if we get the pr we want to go to Toronto, would that be a problem or definitely we have to first go to Calgary?

That's not a issue. The only issue would be if you decide to go anywhere in Quebec, you need an additional piece of paperwork from Quebec. Anywhere else - it doesn't matter.
 
I believe the OP could land anywhere [besides Quebec] but then immediately settle in Quebec, if they really wanted to.

He can land everywhere except Quebec without the CSQ. But after he had landed he can move to Quebec but has to wait to get public health insurance in an another province before.
If not he will be ask th CSQ(no big deal to get it took about a month for me).
