Hello, My question is that I completed my work experience on May 25th and created EE profile on 28th May, but when I calculated my hours I completed 1560 hours by June 9th and received an ITA on June 11th. Should I accept an Invitation or decline it?
Why are you even asking this question?

You completed the hours before receiving the ITA... what is the concern you have?
 
That is technically correct because normally you would not be able to submit a profile if you don't have 1 year of work experience, but due to how the system calculates work experience in certain situations it is possible to submit a profile before this condition is satisfied.

But if you meet the requirement by the time you receive an ITA, is is fine and you can proceed.

The only reason I am asking this question is because i had a talk with an agent and he said that you must have had completed your 1 year of experience before submitting profile for EE.
You should have said that, that is a concern that makes sense.

What your agent told you is technically correct because when you complete the profile you answer yes to the question " do you have at least 1 year work experience?". But why would there be a problem when you received the ITA after you completed the year?

The profile creation date is ONLY relevant for the tie-breaking rule and to determine when your profile in the pool will expire.
