I have a query i got a visa refusal few days ago i was planning to study PG certificate from Fanshawe college in construction project management, the reason they gave was i will not leave canada and the purpose of visit is not consistent.my profile was strong
with 3.2 gpa in BSC civil engineering
6.5 ielts with no less than 6.0 no study gap and even showed my property as well, now i'm considering to to do a master in same course or first i should order caipsnote, plzzz guide me

Officer was right to issue refusal. You can consider doing Masters Degree
 
Refusal was based on "Purpose of Study". You have a degree, why go for Certificate? Where's progression?

They are the same thing. You are likely looking at September admission not May so you have to gather information before deciding your plan. What is your work experience in general and after graduating from your bachelor’s degree in civil engineering? For example it would make more sense to apply for a certificate in construction project management after you have had some experience working as a civil engineer and on construction projects versus applying for management certificate with no or minimal time in construction.
