In order to apply for a Canada visa, can I apply through any visa office I want? I mean in any country or city I want? No matter where I live? I live outside of Canada. (of course!)

No, you must apply to the office serving your country of citizenship or the office serving the country where you have been admitted for 1 year.

Yeah I've seen that. But since I live in Iran and the responsible visa office for Iran is Ankara, Turkey, and it has the longest processing time, I thought there might be a way to apply via another visa office

Unfortunately there isn't. You must apply through the visa office responsible for your country. As PMM mentioned, if you father was working in a different country and had been admitted to that country for at least one year, then he would be able to apply through that country's visa office also. But if he's working and living in Iran, then you're stuck with Ankara as your processing office.
