Hi.I have done my iltes .score overall 5.I know that with this score I am not eligible for PR visa.
If I go for work permit visa and gained 6 or 1 year job experience am I eligible for PR visa with this iltes score?
And what is the minimum score for iltes to get PR visa for Canada?

You need a minimum of 6 in each IELTS category.
