I am getting CRS score of 425 for my profile and NOC Code for me is 2173.
So, What are my chances of getting Canada PR?

You'll need to research the various programs.

Your score is too low for Ontario. So that is not an option.

Are you inside Canada or outside Canada? If you are in canada with canadian work exp then very good chance, if you are outside canada then very less chance.
