Canada PR Application under Canadian experience class

I have applied for Candian PR under CEC (Candian Experience class) category since I worked in Canada for 2 year ending Aug 11.
But CIC returned back my applications, since I didnot attach birth certificate.

One way to get birth certificate is to apporach Indian Emabssy in NY, and I hope they issue it.

My second concern is that they punched a hole on my entire pplication set. So when I resubmit with Birth certificate, Should I send the same set that was returned back?
In the process my FBI cleararnace certificate is getting 3 months old, Would they accept it?

If the hole does not obscure(cut out) any information on the documents, you can send the same set that was returned. Be sure to include the document request form that was sent by the visa officer - very important. Your FBI clearance should be fine as is. My police certificate was older than 3 months by the time they returned my application and my lawyer sent the same set that was returned and it wasn't an issue.
